What is Overhead

Overhead is a tool that has been designed to try and answer the question:

How would a satellite operator in LEO cost any change in orbital monitoring for changes in Space Situational Awareness (SSA) regulations?

Changes could be on the time schedules for deorbiting, the amount of oversight per year for close encounters or just an uplift in general due to the increased amount of payloads and debris. To answer such a question you could attempt to establish an operational baseline so that relative adapations can be modelled. This is the basis of Overhead.
